Scope/Organization/Charter

Scope:
The Operator Qualification Committee (OQC) shall act as the body responsible for reviewing the Pipeline and Hazardous Material Safety Administration (PHMSA) operator qualification requirements and developing/maintaining standards and criteria that help support compliance.

Organization:
The organization shall be a subcommittee of the API Pipeline Operations & Technical Committee (OTC). The members of API and the Association of Oil Pipelines (AOPL) shall be solicited to ensure a broad representation of company employees who are responsible for pipeline maintenance, operations, training/development and/or regulatory compliance. Membership shall be open to any pipeline operating company governed by 49 CFR 192 or 195. Member companies may provide multiple representatives to the committee but shall be allotted one vote for any process that requires a membership vote. It is understood that the OQC shall continue to operate so long as the industry, API or AOPL needs a coordinated effort on matters concerning operator qualiication. The OQC shall select a chairperson and vice chairperson subject to the approval of and appointment by the chairperson of the OTC. The OQC may form working groups as needed, with working group chairpersons being approved by the OQC chairperson. An API staff member shall sit on the committee, and shall act as the OQC secretary.
