Environmental Expenditures

This is an annual survey mailed to about 800 petroleum companies in January. Data are collected by sector (E&P, Refining, Transportation, Marketing, and Other) and by type of expenditure (Capital and O&M). Within each sector and type, data are further categorized by medium (Air, Water, Solid Waste, Remediation, Spills, and Other). Company information such as Net Lease Revenues, Refining Capacity, Pipeline Miles and Motor Gasoline Sales are used to estimate the total environmental expenditures for the entire industry. Data were collected starting in 1990.

Benchmarking of Domestic E&P Accounting Top

Much like the EHS Benchmarking survey, this survey is conducted for participating companies (cost: $5,500 to $8,000 per company) and the results are published only to them. The survey covers E&P Accounting practices and benchmarks efficiencies (staff, cost, leases ...etc.) relative to others. Separate reports are generated for each company where only that company's name is identified on each graph or table. This survey was discontinued in 2000 and 2001 but resumed in 2003 for 2002 data

Occupational Injuries, Illnesses, and Fatalities (OII) Top

This survey has been conducted for more than half a century. The Policy Analysis and Statistics department is subcontracted to perform all the work necessary to produce the report. Prior to 1999, the survey spanned only Full-Time employees of U.S. petroleum companies. However, In 1999, the survey was considerably expanded to include contractor data. In addition, reporting now includes Non-U.S. operations. Data are supplied according to OSHA guidelines and are provided by sector.
Companies are asked to acquiesce to publishing their data individually. More than half the respondents usually agree. It is therefore possible to benchmark your company's data relative to individual companies or against the sector/industry total.

Also since 1999, reporting the survey results via the Internet became possible. Companies can enter the data online and perform benchmarking comparisons via the web. For example, a company can pull-up the refining sector's data, chose which companies to benchmark against, select which field (Lost time Cases, for example), to sort the data by, and be able to print the report (or view it on-screen).

Companies can also enter quarterly data on-line and compare their performance relative to their peers (the key to gaining access is to provide your data).

The online database and entry forms have been totally re-written for the 2001 data cycle. The Fire and Safety group, at the urging of the EHS Benchmarking group, greatly expanded the reporting for Contractors' data.

There are two reports:
1. For companies that participate, they are allowed access to the web site (where they can do their data entry) and can view/download a copy of the entire report. Access is limited relative to participation: If your company supplied API with U.S. full-time employee data only, your company only gains access to that section of the report. If you know your company's username and password, you can log-on to http://oii.api.org to gain access. Please contact Pamela Gibson for the name of the person in your company that has the access information.

2. Aggregate report: This report summarizes the data for the industry and is available for purchase from API's publication department at 202-682-8375 or go to www.api.org/cat. Normally, this report is available in April.


Pipeline Performance Tracking System (PPTS) Top

The Policy Analysis and Statistics department is subcontracted by the Pipeline segment to conduct this research. 1999 was the start-up year for this project. The software was completely re-written in 2003 to be transformed from a client-based application to an internet-based one. The survey is quite extensive and covers the amount of the spill, the cause, the environmental damage data as well as information about the pipeline itself. The software is designed for companies to use throughout the year. Companies can only look at their data so no benchmarking is possible.

This effort is supported by the entire Pipeline segment, with the pressure to participate coming from the CEO level at those companies. The current list of participants covers about 85% of the Pipeline capacity in the U.S.

This project has been a great success so far. The software is heralded by member companies and is being considered by many companies as a possible replacement to their own spills database. Looking at this long term, it is entirely possible that this database could become the standard reporting mechanism of pipeline incidents not only to API, but also to federal and state agencies.

Pipeline Benchmarking Survey (PBS) Top

This is a benchmarking effort that is very similar in concept to the EHS Benchmarking survey (cost is $2,000 per company). The effort was spearheaded by ARCO and the kick-off meeting was held on April 6, 2000. The motto of this effort is "keep it simple, keep it cheap".

The latest report came out August 2003. In April 2002, the Executive Committee decided to conduct this survey once every two years. The next survey cycle is scheduled for 2005 (collecting 2004 data).

Data collected covers only domestic operations for 1998, 1999, 2002, and 2004 and separated by Crude versus Refined products. This is mainly an accounting survey: benchmarking expenses (Dollars and Staff) for Operating and Maintenance as well as General and Administrative work. Additional regression analysis is also provided for an additional fee. Most companies signed-up for additional analysis.

Process Safety Performance (PSP) Top

This survey is conducted by the Statistics department on behalf of the Fire and Safety Subcommittee. The survey is sent to all the refineries and Gas processors in the U.S. and asks for information about every incident at the facilities. Data includes the amount of monetary damage as well as injury and illnesses counts. The exact location of the incident within the facility is also requested. A trend report is then created showing the relative frequency of incidents for the respondents.
