The API Downstream Committee provides focus, integration, policy development and major conflict resolution across the downstream sector for high profile issues that could bring about fundamental changes to the downstream sector, cross business lines within the sector, or have material financial implications. Issues affecting the statistical map of USmarketing, refining and fuels areas, including regulatory and legislative issues, technical standards, and research to support industry's positions on these issues are addressed.

Fuels
The Fuels Committee provides guidance on fuels specifications and focuses on legislative and regulatory initiatives that impact fuels composition, emissions, and testing. The Fuels Committee coordinates development of industry positions based on sound science and cost-effectiveness. Major issues being addressed are oxygenates, air toxics and diesel.

Marketing
The Marketing Committee provides guidance on regulatory and legislative initiatives at both the state and federal level that impact fuels marketing, including the contractual arrangements between suppliers and their customers. The Marketing Committee also oversees lubricants standards. The Committee is responsible for marketing standards and recommended practices that support safe and environmentally sound practices in the distribution of petroleum products as well as advocacy on environmental issues that affect marketing facilities. Major issues being addressed are supply, distribution, Stage II vapor recovery and remediation.

Refining
The Refining Program is guided by the General Committee on Refining, which provides guidance on the regulatory and legislative issues impacting refining, including environmental regulations. The committee is responsible for maintaining a substantial suite of refining standards used throughout the industry to promote safe and environmentally sound practices. Major issues being addressed are multi-emissions legislation, new source review, refinery permitting numerous water-related issues. The General Committee on Refining also oversees the Operating Practices Committee; Refining Environmental Committee; Committee on Refinery Equipment; and the Technical Data Committee.
