1.    Proposed Project Team / Study Name

 

Project Name: XML Document Development Supporting EPA ULSD D&T Program

2.    Description

2.1 Purpose

The EPA requires reporting custody exchange of 15ppm & 500ppm sulphur content in Diesel Petroleum Products between every Entity/Facility in the US. (40 CFR Part 80) Recording is to begin June 1, 2006. First EPA report due FEB 2007.

 

The EPA will cross check reports received from each Entity/Facility, comparing accuracy of reported 15ppm & 500ppm volumes. Each Entity/Facility is liable, and can incur considerable fines, for differences reported after EPA comparisons are made.

 

2.2 Scope

The proposed document will allow companies (Entity) to share their facilities’ reported 15ppm & 500ppm custody exchange volumes prior to submitting reports to the EPA.

 

This XML Schema proposal is not being prepared to communicate volumes to EPA, only between companies wishing to compare their reported volumes with those of their custody exchange partners.

 

An Entity is a Company. A Facility is a company designated Asset.

2.3 Goal

Applying a process to the proposed document will allow companies (Entity) to reconcile differences, thus avoiding EPA fines, and correcting invalid recording processes.
