  The Problem: Upstream contractors and suppliers find it’s time-consuming, expensive and duplicative to comply with many and varied requests from buyers for detailed health, safety, and environmental (HSE) data and statistics.

The Solution: A comprehensive, standardized questionnaire (not new but instead built upon the current standard in API RP 76, Contractor Safety Management for Oil and Gas Drilling and Production Operations) that can be used on a global basis, and a standardized electronic format to communicate the data.

The Project: Based on a comprehensive review of industry and company HSE questionnaires, a team of suppliers, operators, vendors and industry associations led by PIDX will:
• Recommend revisions to API RP 76 (see below)
• Develop standardized industry definitions for HSE terminology related to upstream oil & gas operations.
• Create an electronic business message using XML technology to provide HSE data to operators or their agents.

These products will be available for industry review and comment.

The Result: Contractors will have a standardized methodology to provide HSE data and Operators will be able to create an informative view of the performance of each contractor’s HSE program(s) globally and with geographic segmentation.

The Benefits: Cost savings, greatly reduced paperwork, and an updated industry standard.

Who’s involved? Operators, including ExxonMobil, Chevron, BP and Devon Energy; and, Suppliers and contractors such as Halliburton, Baker Hughes, Schlumberger, and BJ Services. The International Association of Drilling Contractors (IADC) and International Association of Oil & Gas Producers (OGP) in an advisory capacity. OFS Portal as project management, and vendors ISN Software (ISNetworld) and PEC/Premier.

RP 76 – Contractor Safety Management for Oil and Gas Drilling and Production Operations
Recommended changes include but are not limited to:

  • Expanded programs and training table to include additions and separate country-specific requirements
  • Re-organized and expanded sections for Company, General Safety and Reporting/Statistics Information
  • New Aviation module
  • New Dangerous Goods section with some additional questions (beyond standard Programs & Training questions)
  • Recommended changes to existing sections and added new sections
  • Expanded Standard Industry Terminology definitions – recommend new Appendix for Definitions

API RP 76: Contractor Safety Management for Oil and Gas Drilling and Production Operations, 2nd Edition (Nov 2007)

For Review and Comment:

For review and comment, please review the draft below of the XML schema and draft Excel template PIDX proposes to standardize provision of API RP 76 HSE data (Phase 2 of this project). Upon approval, the XML Schema will be the PIDX standard business message that supports API RP 76, Contractor Safety Management for Oil and Gas Drilling and Production Operations, 2nd Edition (published November 2007).

The Excel template incorporates validation rules in compliance with the API RP 76 standard and was developed to:

1. Facilitate production of PIDX standard XML format for those interested in doing so.

2. Support use of the API RP 76 standard for companies interested in complying with the standard but not interested in pursuing XML implementation.

Use of the PIDX XML standard and/or the Excel template will facilitate provision of HSE data in compliance with industry standards and enable companies to respond to customer requests and requirements in a cost efficient and timely manner.

NOTE: Feedback is requested concerning the technical aspects of the XML and Excel documents. Content (i.e., the actual questions) is not open for modification at this time. We expect periodic updates in the future but for now we are working through issues related to the business message/documentation.

Pilots

Once the XML schema and Excel template have been finalized, we would like to pilot them in Q1 2008. Interested parties who have not already done so are invited to contact Jana Schey if they would like to participate. A Usage Guide and Business Process Guideline are also under development and will be used to guide and finalized following the proposed pilot(s).
